So if you want the highest power level you have to do the raid for gear of higher power from the raid chests. And as Power IS what light level was if you want the best damage and the most resilience you need the highest power. So yes it has thing that will give you an advantage in pvp even if your only using them to infuse.
So in this respect they are forcing people to raid via necessity. Then those people are forced to have a lower power level than everyone else. There should not be only one way to get max power.
